REQUEST from Spain, reference: RDES20160714001, valid from 14-07-2016 untill 21-07-2017

Research & Development
  • Start date:
    14 juli 2016
  • End date:
    21 juli 2017
  • Summary:
A consortium coordinated by a Spanish SME is looking for additional ICT partners with experience in the security sector in order to submit the Eurostarts project GPSA (Guard Protection Situation Awareness)
The objective is the development a security management solution that, will integrate “real time” scenario information with an “intelligent” security dispatching system.
The role of the partner sought is related to subsystem R&D and system integration, testing and validation.

  • Description:
Currently, most of the security actors around the crisis scenarios obtain real time information through limited video devices (CCTV) and verbal communication: in-person, by phone or two-way radios. Very often, communication in emergency situations relies heavily on verbal information, which makes complex scenarios very difficult to deal with and above all offers no emergency awareness to guard protection personnel.

This GPSA (Guard Protection Situation Awareness) Eurostars project (http://www.eurekanetwork.org/eureka-eurostars) addresses this problem by the development of a solution capable of satisfying the communication needs of public and private security personnel that can be used for uncovered or partially covered operations and within the framework of emergency situations or daily activities.

More specifically, in case of emergency or disaster the situation is usually changing very fast. In fact, new hazardous points (e.g. fire epicenters, bomb explosion) and their influence on affected area may require standard procedures updates. For instance, a new fire epicenter may block standard evacuation routes and new safe routes should be identified in a short period of time. Therefore, quick decisions taken within seconds and supported by an advanced decision-support system may save many human lives.

In addition, another key feature of the GPSA (Guard Protection Situation Awareness) system is to effectively deal with obstacles in main access routes to the crisis scenario. The system will be able to reroute emergency personnel (ex. ambulances, fire brigades, and the police) by sending updated navigation instructions in order to avoid blockages or bottlenecks.

Moreover, the GPSA (Guard Protection Situation Awareness) will also be useful for the daily security company’s activities within simple scenarios and applications. For example the guard tour activities or access control needs will be easily supported by the GPSA without any infrastructure investment, which means an innovative new approach for personnel control.

This system addresses the transformation from the actual standard management of emergency situations to an automatized and integrated system, like moving from manual to a digital mode.

Hereby, the consortium is looking for partners within the ICT field with expertise on crowd, guards, private security and police protection scenarios that can contribute with technologies and ideas but also with deep knowledge of the security sector in order to adapt the solution to real needs.

The Spanish coordinator is specialized in systems integration and communications technologies with wide experience in the development of tracking and accurate location solutions for people in scenarios with poor or no GPS coverage and the development of configuration and documentation management systems.

The cut-off deadline for the submission of this Eurostars project: GPSA (Guard Protection Situation Awareness) is 15th of September and the deadline for expressions of interest is 5th August.
